One more rape and national outrage: The wounds of many similar aggressions on the powerless are again bleeding amongst the common citizens.

Do these horrific incidents happen only in India? Certainly not! In most other places, which boast of democracy and civilised social order, the response of the state and its key organs reassure the citizens that these indeed are aberrations. Even when they happen the state moves in decisively, restores order, demonstrates deterrence and builds social confidence.
